Ian, I think many (not all) internal teams are feeling the heat now that the market is shifting to a candidate short one in many markets, as a result of skills shortages. The role has shifted from a “screening” one to a “talent hunting ” one and those skills are totally different. So now we see the bizarre situation of companies paying for expensive internal teams, but paying agency fees anyway because the internal teams cannot deliver.
